Phase 3 Regulations, Forms, Guidance for Submitting FIRST-TIME P.E.P. Programs for Pell Funding to DOE

This avenue is for Pell-eligible schools submitting their first-ever Prison Education Programs (P.E.P.).

After Phases 1 and 2 are completed, schools must gain approval from the US Department of Education.

While no firm proposal deadline for submissions has been set, the program begins July 1, 2023. Schools who wish to develop carceral programming should be engaging with the facility, SACSCOC, and any internal stakeholders to work out a timetable for proposal completion.
